NR 5.1.4 states that the \set keyword is optional.
I don't think that's correct -- i.e., as you've discovered, you CAN'T use \set in the \layout { \context { ... }} block!
Is this a regression, or a doc issue ?
This has always been the case, as I recall -- so it sounds like a doc issue to me.
