It's definitely broken.
For the record:
No, it was meant to work like that: short instrument names are printed
in
the margin, like they always did, ie even before short-indent was
introduced.
Fortunately, it's also easily fixed; I've sent a patch to -devel which
should sort it out.
And I agree that it is better to print instrument names in a dedicated
indentation space rather than in the margin.
