It was with the extra offset part. I was putting the #' in the wrong place (inside the parentheses instead of out). If I had dug deeper I probably could have figured it out but I just googled a solution instead. I don't think it's a problem with \tweak part of the docs. You can't possibly envision every scenario someone might want to use it for. :)

you use a recent manual? Was the difficulty with the \tweak command itself or 'extra-offset?
