Please send a complete example. When I add the following line below your
code, to get some printed output, I don't see any problems, at least not
with version 2.12.

Anyway, you may want to try to move the \partial command after the grace
note, i.e.
\grace {c''8} \partial 8*3 b8\p (a) b-.

I know about the Problem with those dummy-grace-notes, but it is printed
into the time/key signature;
