I'm out of my depth here, but if your title is done the normal
Lilypond way, with bookTitleMarkup, it counts as a system
too. So might the pagebreaker be putting 4 systems on all
pages? And have you tried ly:minimal-breaking? (NR 4.3.5)
ly:minimal-breaking should be used for text, not for scores.
It is dumb wrt line breaking.
