This variant of segno is already mentioned in the bug tracker as an
enhancement request; see

I've only seen it in scores by Bosworth & Co. - I wonder if your scan is
from one of their editions, too.
A problem here is that just adding a glyph will not be enough, since
this one is positioned inside the staff, which probably means that some
engraver has to be tuned for this. On the other hand, exactly this is a
benefit of this variant of the symbol, since it spares vertical space
above the staff.
But, to be honest - I don't think anyone (especially of the guys who
know how to design a glyph and code this) is particularly interested in
this feature, since it a) doesn't add some really important fancy
functionality and is b) probably quite time-consuming.
So I suggest that you don't wait for it. Just my two pence...
