you can use \raise:
\markup { \raise #0.25 { \italic : } \hspace #-1.25 "/" \hspace #-1.25
"/" \hspace #-1.25 \raise #0.25 { \italic : }}
Instead of experimenting with various values for \raise, you can
\vcenter the whole thing; this goes for all markups, too.
\markup { \vcenter { { \italic : } \hspace #-1.25 "/" \hspace #-1.25
"/" \hspace #-1.25 { \italic : }}}
Of course! Why easy, when there is a more complicated way? ;-)
