Which 2.13 do you use?
Please update to the latest (2.13.44) and then use
\overrideTimeSignatureSettings
#'(7 . 8) % timeSignatureFraction
#'(1 . 8) % baseMomentFraction
#'(2 2 3) % beatStructure
#'() % beamExceptions
\time 7/8
or simply
\time 7/8
\set Timing.beatStructure = #'(2 2 3)
