For unbeamed notes, you can use
\override Stem #'length = #len
where len is the length of the stem in staff units.
For beamed notes, you can use
\override Beam #'positions = #'(l . r)
where l and r are the positions in staff units of the left and right
ends of the beam relative to the centre of the staff.
All of these values can be non-integral.
