I'm absolutely no expert here, but did you try to use hidden barlines (
\bar "")
If I understand the documentation correctly this allows lilypond to
break lines or pages within bars.
Of course this would really be a workaround as you'd have to do this
manually.
But if it works at all you might try to make use of a separate variable
where you can put your "break permissions" to. Maybe it is possible to
use one and only one variable in all parts, perhaps by means of some
scaling.
Sorry, very unconcrete, but maybe it helps pointing direction ...

Ah - I see the problem is that there is no obvious bar break for
LilyPond to use for the line break. I'm afraid I can't help here.
