currently I don't remember any method to do this in \paper or \layout.
In such cases I use a quite hackish quick-and-dirty thing:
\version "2.14.2"
\paper {
ragged-right = ##f
}
\header {
title = "Title"
subtitle = \markup \center-column { "Subtitle" \vspace #6 }
composer = "Composer"
arranger = "Arranger"
}
\score {
\new Staff { c''1 }
}
