Thank you for the help! I found an easy workaround.
I put an empty script on the spacer after the tempo change.
This gives:
\version "2.16.0"
<<
\new Staff {
c'1
\tempo 4 = 42
s1 -""
}

That works as expected. Maybe this will help someone else.
