Looking in the index of the notation manual <URL:http://lilypond.org/doc/v2.16/Documentation/notation/lilypond-index#lilypond-index_cp_letter-O> I find an entry for <URL:http://lilypond.org/doc/v2.16/Documentation/notation/other#index-overriding-properties-within-text-markup> The example overrides baseline-skip. Now the subject of your enquiry already included the term "baseline-skip", so you knew what you were looking for.
