Think of it in terms of staff lines or spaces: a note within a fifth of
the previous note doesn't need ' or , to get the correct pitch, with
accidentals being ignored in the calculation. So if a note is on a staff
line or ledger line, then if the next note is closer than two lines
above or two lines below, then it doesn't need ' or , to get the correct
pitch. Similarly, if a note is on the space between two staff lines or
ledger lines, then if the next note is closer than the second space
above or below it doesn't need ' or , for correct pitch.
If a note is more than an octave away then add or subtract octaves until
it's within an octave, then see if it's within a fifth or not to
determine how many ' or , needed.
