if you like to change this use sth like

VerticalAxisGroup.nonstaff-unrelatedstaff-spacing.minimum-distance = #13
\override
VerticalAxisGroup.nonstaff-relatedstaff-spacing.minimum-distance = #13

}
note that there are other parameters for vertical spacing
