Sort of. I can see two possibilities: 1) You can collaboratively work on software that will dynamically generate a deck based off of combinations of various snippets and elements. So you'd be writing a program, rather than the cards itself.
2) A deck can be imported from a comma-delimited list, and I think you can export to that, too. So, someone could import, add some cards, export, and commit the diffs. I think.
