It's a compile-time dependency, but my guess would be that making it
just a recommendation for the binary package would be sufficient.  If
one really wants to nitpick, one could make a separate binary package
for lilypond-book and let that package demand "at least one" of the
tools required for its various backends (HTML, Texinfo, LaTeX, probably
something else).
