Setting this to #0 moves the music up to follow the titles, leaving a larger gap at the bottom, but does not prompt LilyPond to avoid the page break - it behaves as if there was a manual page break three systems before the end. As before, setting systems-per-page = #10 moves the last three systems onto the first page with the music starting right after the last title now. Thanks for the help!
