Kevin,
Voices 1, 3, etc. (odd numbered) point stems up. Voices 2, 4, etc.
(even numbered) point stems down. So, if you want the quarter notes
stemmed up and the half notes stemmed down, switch their order in the
brackets, like
<<{r4 <a c e> r <a c e> }\\{c2 e}>>
