When we discussed it on IRC the other day I thought we had consensus
that we should do this more automatically, including all dependencies,
and having a way to specify one or more packages as a "baseline" that
can be assumed to be installed.

This is what I have implemented (at least the tricky part of), and it
makes the most sense to me. Yes, it will make the hwpacks larger, but
you were wanting to have hwpacks that can be used to bisect, and the
only way to do that reliably is to include more packages.
