Unfortunately CCS Licenses are not free yet.

To get a license you can either buy an XDS100 and use the free license that 
works with that or you can buy a CCS license from TI or a distributor.  

There is also a 90 day eval license that you can get here: 
http://processors.wiki.ti.com/index.php/FAQ_-_CCSv4#Q:_Where_is_the_link_to_the_90_day_eval_license.3F

The licenses are v4 but will work with CCSv5.0 and CCSv5.1 betas.

You will want the 5.1 M4 release. Keep in mind the CCSv5.x releases are 
pre-production releases and are not recommended for production environments.
