In theory the LT kernels should all follow the Linux Linaro release,
but for TILT I believe it depends on what Andy will have until the end
of the cycle.
We have working tilt-linux-linaro-3.0 and -3.1 for a little while now,
along with vanilla and android flavours and tracking, so we're set for
whatever people want.
I think maybe Nicolas is surprised because Canonical Ubuntu stuff will
stay on 3.0, but I think it's better if Linaro Ubuntu packaged builds
move on as soon as possible and / or all have tracking-based hwpack option.
Tracking-based build for Android has been a success and it reduces the
demand for wasteful backport effort to old releases if the fixed
tracking build is available too.
