We're > struggling with this uncertainty I think this has two parts to it: one, where you're building something new that you are unsure will be accepted upstream. Another, where you submit a patch that would be accepted but upstream is unresponsive for a while. For the former, I've proposed we carefully lay the work plan out and prototype quickly.
