The idea is that bugs not fixed for milestone get explicitly tracked and if not fixed documented in the release notes as a known issue. At best we manage to find a workaround for all bugs not fixed and put it clearly marked into the bug description. So not fixing all milestoned bugs by end of month is excepted and fine.
