Bug description:
NascentUpload._matchDDEBs ensures that all DdebBinaryUploadFiles have
a corresponding DebBinaryUploadFile. But UdebBinaryUploadFiles can
also have ddebs, so it should allow them to match as well.
This causes builds that produce udeb ddebs to fail to upload:
