I have no idea if these suggestions are relevant or pertinent, so...

What is actually happening when telnet is at 100%, is it just a gut of
data being transmitted? Also, if it is useful data, can we just
disconnect from the process and let it run itself out or mark it low
prio so it doesn't consume the machine?
