In Germany, for example, a single entity called GEMA holds the
exclusive rights of 99% of the available music. So it is them
who decide wether live remixes are allowed or not.
Of course, the won't forbid it, because that would decrease
their acceptance.
You forget to mention that you have to pay royalties in order to
play the music at all.
