It's helpful to understand that by state law, all zones have a "by right" use. Various other mechanisms - overlays, special permits, etc, - may allow something other than the "by right" use, but there is always a "by right" use. The "by right" use is what the owner of the land has a right to build. Property owners in South Lincoln, and anywhere else in town, can currently, and will always be able to, redevelop without town meeting approval if they redevelop within the "by right" use.
In South Lincoln, the areas that currently have residential units (apartments, condos, and two families) have a base zoning of residential. The mail is B-1. In B-1 certain retail businesses are permitted by right, but residential uses are not. We have several residential zones: R1 is two acre, R2 is R1 plus two families, townhouses, and garden apartments, R4 is Lincoln Woods.
