Dear Elaine,

I communicated with everyone at  the collectors office. Krystal Elder, Patrice 
A. Brennan, and Karen all told me they would not do anything about it and I 
will have to complain to the post office. When I asked if the post office 
confirmed I didn't receive it would they then waive the fees and they said no, 
because it is not the towns fault.
