Unfortunately I don't have any advice on deterring groundhogs, but in
Massachusetts it is illegal to relocate wild animals, though it is possible
to retain a licensed wildlife control technician to remove them. Years ago
when we lived in Arlington we had to hire someone to remove a skunk from
underneath our house who was continually spraying our home and yard.
