Diana -- I'm sorry that you lost your friend. But I think you're being
quite unfair.

First, the application requirement is nothing new. I worked as the adoption
coordinator at an animal shelter almost 40 years ago. We required all
potential adopters to complete an application. If they were renters, they
needed to provide proof that they could have the pet in the apartment. No
adult animals left unless they were spayed or neutered, and we required
that all adopters of kittens and puppies spay or neuter them. Any
responsible breeder requires applications to be completed as well.

Second, the vast majority of rescues are run by volunteers putting in a lot
of hours on very tight budgets. They care deeply about the animals in their
care and want to be sure that they go to permanent, loving homes. Given the
time and money which are invested in each animal under their care, they
have every reason and right to do their best to be sure that the
organization's objectives are met.

Last, rescues are licensed by the Commonwealth and must follow its
record-keeping regulations, including information about adopters and all
disclosures made by the rescue concerning an animal's health and behavior
to each of them. Regulations also require that the rescues follow up on
adoption of kittens and puppies to be sure that they have been spayed or
neutered if they were too young to do so at the time of adoption. Failure
to follow the rules can lead to the rescue being shut down.

I hope that you'll go back to a rescue and find a couple of new friends
