No. This kind of study, where options are explored, is how building projects work. Anywhere.
To be clear, the vote is on the study. Period. Now, obviously, if a voter feels that such a center should not be built, then vote no. If a voter wants more information of what can be bought for how many dollars, siting concerns, etc., then vote for the study.
