I will vote "No" if the proposal for funds is restricted only to study of a 
proposed Community Center at Hartwell.  I would consider voting "Yes" if the 
funds could be used for studying the several creative alternatives that have 
been proposed:  locating the Center at Lincoln Station (my favorite!), 
refurbishing and repurposing existing buildings, a "distributed 
activities/services model" (utilizing several buildings), separating COA from 
P&R,  a careful analysis of the needs and wants of both these constituencies, 
plus of course the financial issues, 10 years down the road from the original 
proposals.
