I would tend to agree with Peter’s interpretation. The decision on which applicants to review and who will be a finalist is key. The timeline seems to have been set to ensure the current leadership would set the stage for this decision, be that good or bad.
I would not have used the term “bless the candidate,” but I would agree with the sentiment.
