At our March 25 Town Meeting, Lincoln will have an opportunity to adopt two
measures that would follow up on the decision by the March 2022 Town
Meeting to seek authority to require that all new buildings and certain
major modifications be all-electric. Below is some brief background, with
suggestions for how you can learn more.


The Lincoln Green Energy Committee (GEC) and the Select Board are
sponsoring the two warrant articles, which have also been endorsed by the
Planning Board. Their combined effect would be to require that, after a
phase-in period, all new buildings in Lincoln and certain major additions
and renovations be all-electric and highly energy-efficient. All-electric
would include heating/cooling via air-source or ground-source heat pumps;
electric water heating; and cooking via induction or other electric
options. Highly energy-efficient includes high levels of insulation and
smart air exchange. Emergency generators would still be allowed.


Moving to all-electric buildings is a necessary part of Massachusetts
meeting the climate goals that were set in 2021 as part of a landmark
climate bill known as An Act Creating A Next-Generation Roadmap for MA
Climate Policy

goals include at least a 50% reduction in greenhouse gas emissions by 2030
(compared to the 1990 baseline) and reaching net zero by 2050. Similar
reductions are necessary worldwide to reduce the probability of climate
disaster.

Combating the climate crisis in part through decarbonizing the
Massachusetts economy is an urgent but not easy task; it is going to take
all of us. Please get ready to support these proposals at the March 25 Town
