Does this mean the the overage comes leaks and that, once repaired, we will be in compliance?

Ursula,

Thanks for the question.

In the past, we have violated our water permit in multiple ways. By exceeding our permit allowed 0.53 mgd (million gallon per day) average withdrawal from the Charles River Watershed, by exceeding the state goal of <10% unaccounted for water and by exceeding the 65 gallons per capita per day target.

We have been working hard to reduce our unaccounted-for water. This is water lost through leaks and non-metered use. We have gone to leak detection surveys twice a year, compared to the industry standard of once every two years. Our unaccounted-for water dropped from 26% in 2021, to a preliminary 5% in 2022 (the DEP is still reviewing that report and may rebuke some of our leak estimations, though we believe them to be accurate).  In 2022, our water use met our limit of 0.53 mgd.

Obviously, unaccounted for water, average mgd of water withdrawn from the watershed and average residential gallons per capita per day (rgpcd) are all tied together. The better we do on the unaccounted-for water, the lower the average daily water use will be and the lower rgpcd will be.

To finally answer your question, last years residential gallons per capita per day was 73, compared to the DEP goal of 65. We did find some large leaks in 2022 and expect this number to be lower in the future. Particularly with the towns resident’s cooperation with water conservation.

Appreciatively,

Darin

Thanks, Darin. I would be interested to learn what our per capita usage was last year and whether the unusual restrictions last summer brought that number down in comparison to previous years.

The mandatory seasonal water use restrictions are in effect from May 1st until September 30. We are currently in stage 1 water conservation level.

a)      Level 1 (Mild Drought): All nonessential outdoor water uses are restricted to no more than one day per week, before 9 a.m. and after 5 p.m., except that watering of ornamentals and flower gardens with drip irrigation, hand-held house or watering cans may be permitted.

Though the State of Massachusetts has currently not declared a drought, we are forced in our Water Management Act Water Permit to be one level more strict that the State drought declaration. This is because we exceeded the residential gallons per capita per day target of 65 gallons in previous years, including 2022.

Thank you for your attention and compliance in this matter.

Appreciatively,
