Their guidelines are a complicated mess, but there is one guiding principle that stands out: ‘When possible, multi-family zoning districts should be in areas that have safe, accessible, and convenient access to transit stations for pedestrians and bicyclists.’ Lincoln and other communities could try to game the system by rezoning districts that have near zero likelihood of being redeveloped, and are nowhere near a transit hub. But the folks at EOHLC are not stupid, and they would likely reject such attempts at compliance. Don Seltzer
