Here is the PDF, very illuminating on the challenges from the developer's
perspective.  i still think Lincoln will be a very attractive location for
a developer to build in given our conservation land so we would be very
attractive to a developer.

Please note the section which recommends "less parking" to lower costs.  I
assume this is because less parking = more units.

Another solution is cleaner zoning rules which is why the town is working
on simplifying zoning by-laws and site guidelines to reduce the time to
market for the project.
