I don’t know the answer to those questions, however, the cat and owner were quickly reunited and all is well.

It looks like a Bengal to me also.  Bengals are hybrids of wild Asian leopard cars and domestic cats so they can be large.  Sometimes they don't make good pets as their wild side can take over.  I hope this one has a loving home and will find his/her way back there.
