I'm hoping to stimulate more townwide discussion on LincolnTalk about ways to 
improve Town Meeting.  I just posted the following suggestions on the "padlet" 
that the Selects have made available at  
https://www.lincolntown.org/1509/Town-Meeting-Study-Committee.  Your thoughts?


  1.
Comprehensive rules for conduct of town meeting should be codified and adopted 
by vote of town meeting.

  2.
Rules for conduct of town meeting should include a provision that informs 
voters that they have authority to overrule the moderator by affirmative vote 
after motion from the floor.  Consistent with this provision, Town Meeting can 
vote to extend the speaking time of any individual.

  3.
Rules for conduct of town meeting should provide that any speaker may show 
slides, subject to the time limitation that applies to all speakers.  This is a 
freedom of speech issue under the Mass. Constitution.  It is particularly 
important on zoning questions since maps convey essential information.

  4.
Town Board members who dissent from the recommendation of the majority of their 
Board should be allowed to speak from the podium, subject to the time 
limitation that applies to all speakers.
