That statement is rather limiting, agreed. I'd like to point out that when
people talk about multifamily housing, they essentially never distinguish
between rental properties and condos. I understand why having public
charging would be useful near multifamily rental properties because the
renters probably can't install their own charging stations. But condos are
privately owned and I would think that it would be fairly common for the
owners to be able to install their own private charging stations, which
means that public charging wouldn't be a priority in that case.
