Unfair of me to answer your great sharing of information with more questions, but I have lived in Lincoln for 15 years and there are some things relating to the population at Hanscom Field that I have never understood clearly. Maybe you can or someone else can clarify things for me.
My understanding is that the housing at Hanscom Field is operated by a third-party management company, but because it is on land owned by the Federal Government, no property taxes are paid on that land. I understand the Federal government does provide some support for the school at Hanscom Field, providing the school building and maintenance thereof, and maybe some funding for the teachers(?), but the teachers, etc., are part of the Lincoln Public Schools. I believe that the main thrust of the housing is rentals for active-duty service members and their families, but some units are available at market rates to the public. (Please correct me if any of the foregoing is incorrect.) My question is to what extent are the residents of the base housing are considered to be Lincoln residents? Are they counted when Lincoln population figures are given? (I'm assuming the answer is yes.) Your data gives the current population of Lincoln as around 7,000; how many of those are base residents? How many of them register to vote? Do any of them participate in Lincoln town life - serve on committees, etc.? Is there anyone here on Lincoln Talk from Hanscom? Does the school there cost us money that is not reimbursed? Does the town provide any other services? I assume there is base policing and septic services. Fire control? Water? In some ways the base housing seems like a whole separate community within our borders, with their own concerns and activities. I'm just wondering what is the overlap with the rest of the town. If there is some place any of this is explained online, pointers to that would be appreciated also.
