You can’t really block the numbers because they are spoofed and change all the 
time. If your dial back they are non working. I cannot understand why phone 
companies don’t check that the originating number is a real phone number before 
allowing the call to go on the network. That is technologically feasible. A 
total dereliction of responsibility not to do so. This problem has rendered 
landlines mostly unusable except for outgoing calls.

Fear not --  in the settings for this feature, you can have the phone ask the 
caller for more information before allowing the phone to ring audibly, or 
simply send all calls from unknown numbers directly to voicemail. For people 
who call me regularly (even if I never call them), I add them to my contacts 
list so they can get through. This could be a game-changer.
