You don't need to use the 'dswmedia' directory for files that are being served 
on the web. That security restriction only applies if you are viewing shockwave 
files that are on your local machine.

Have your external cst files been converted to cct files when you publish as 
shockwave? If so, it may be the cct files you need to upload rather than the 
cst files.

Has your server got its mime types set up correctly for cst / cct files? (on 
windows servers, this can prevent the server from serving the file at all).
