If you're not getting a red X, but the QT just won't play, try setting the clips to 
preload and not streaming.  It seems backwards,
but I had this problem recently and the preloading solved it.

Hi-

I'm trying to play a quicktime inside of a shockwave file.
It works just fine inside director.
But when I publish it as a shockwave file, the movie never loads or plays.
Even when I make the path to the movie local, the shockwave file still won't
play the quicktime.
I have been careful to use my local path ending in a folder named dswmedia.
But the problem remains. It plays just fine in Director, but won't load in a
browser.

Any suggestions?
