Have you considered looking into theatrical prop manufacturing
companies? The cards used in stage, television and film production
must come from someplace, and I'm reasonably confident it ain't the
actors.
In fact you can probably contact the various CC companies as well to
see what their guidelines are (if any) and where they suggest you go.

There are probably hacks you can do with serial Xtras & so on.

Probably. You'd want to contact the vendor and ask.

If you're building your own just make sure you've got adequate
ventilation. We had a client cook a computer because of bad cooling
in a kiosk enclosure.
For the touchscreen stuff, consider flat-panel LCD. It doesn't burn
in like the phosphor monitors.
