For the first half of your question I'd point you to the Lingo docs, 
pages 6 and 7. Specifically movieTime might be of interest to you.

I assume you're talking about a QT file that's running on the 
Director Stage, yes?

If you mean a QT file running in a player separate from Director, I 
believe you're out of luck. :\
