Currently I tend to work to the following base specification:

Pentium III PC
500mHz processor
64mb RAM
800 x 600 Screen Resolution
24 bit colour
12 speed CD

Your base spec may want to be a little lower (processor and RAM) if you
are intending to go to a wide audience, ours is mostly corporate and can
be monitored relatively easily.
