Take the frame rate way, way down. :\

There's no benchmark test for CPU types, nor to my knowledge an Xtra 
that does it, so calculating actual chip speed and varying your update 
rates based on that is not very easy, to say the least.

Setting your tempo to about 15 FPS seems to give reasonably tolerable 
results across a lot of different platforms, but I don't think you'll 
be able to get much better than that -- that is, some people will have 
slow playback no matter what, and if you reduce your framerate much 
more people on faster machines will notice that your screen refreshes 
seem unnecessarily choppy.

I suppose context is a factor too. What is it you want to display at 
constant rates? As a rule if you are animating bitmaps, the larger they 
are the poorer the playback performance is, especially if you use ink 
effects such as BG transparent or blend.
