Until an official date is set, no one outside Macromedia will know, and anyone inside will keep quiet (assuming they know). Any dates you hear would be speculative.
They are currently taking pre-sales orders, and HISTORICALLY if they announce the product, they usually try to have it on the shelves within 2 to 3 months of announcement. They want to announce at a point when they can be pretty sure of the ship date, but not so early (so as to cannibalize current sales) but as early as possible. Still, it takes time to do all the final QA, start production runs, etc., and that generally takes a certain amount of time.
I myself am not privy to any special knowledge of when the date is, but I personally wouldn't expect it until at least January, probably closer to the end, maybe even February. I'd be surprised if it was shipped this month. I'm not even sure they could physically do it if they wanted.
As for the educational pop-up, I think that's the only thing that is different between the academic version and the pro version, so yes, I would expect that to still be there.
